Champion advanced digitally enabled security systems and frameworks that protect critical national oil and gas infrastructure from physical and cyber threats.
Support startups and encourage investment in R&D, local content development and indigenous innovation through public-private initiatives and academic collaboration.

PIA 2021 & NOGICD Act 2010
The Nigerian Oil and Gas Industry Content Development Act 2010 and the Petroleum Industry Act 2021 together channel opportunity toward Nigerian-owned service companies — and digital technology providers sit squarely inside that frame.
First Consideration. Section 3 of the NOGICD Act requires operators to give Nigerian companies first consideration in the award of contracts, provided their goods and services meet industry standards. Section 16 adds a 10% margin in bid evaluation: a Nigerian firm's bid cannot be rejected on price alone if it falls within 10% of the lowest bidder.
A Funded Ecosystem. Section 104 establishes the Nigerian Content Development Fund, financed by a 1% deduction from every upstream contract. The Fund underwrites capacity building, research and development and technology transfer — the same activities NCDMB now channels into digitization programmes, digital compliance platforms and the Nigerian Content Research, Innovation and Technology Challenge.
A Restructured Regulator. The PIA 2021 created the Nigerian Upstream Petroleum Regulatory Commission (NUPRC) and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), and mandates that licence holders commit 3% of annual operating expenditure to host community development trusts — widening the field in which digital providers operate, from regulatory reporting to community-facing systems.
For Nigerian-owned digital companies these laws are not abstract policy. They are a mandate for participation, and ADSPOG exists to ensure its members are positioned, qualified and supported to claim it.

Article 6 · Membership
Open to organisations and individuals committed to advancing digital solutions in Nigeria's oil and gas industry.
Companies registered in Nigeria that meet applicable NCDMB local content thresholds and actively provide digital solutions to the oil and gas sector.
Non-Nigerian providers with demonstrable Nigerian operations — a registered Nigerian subsidiary or permanent office with at least 12 months of commercial activity.
Individuals or entities recognised for exceptional contributions to digital transformation in the sector. No voting rights unless converted to another category.
Academic institutions, research centres, tech hubs, accelerators and innovation labs supporting digital innovation in oil and gas.
